I'm not too worried because ultimately I can clean install b5 on Monday.
But what should I do in case it happens again.

Firstly, beta 5 might not even come out Monday but I'm hopeful.
To your original question, have you changed your country within your Apple ID? This may happen when you change countries and an app is available in one country but not another.
What are you trying to get rid of? Looks like whatever you were trying to download is not available in your countries' store.
I'm having the same problem. I switched from a US account to a Chilean account and from then on I'm having the "item not available" error.
I've tried pressing the change store button but nothing happens. Hope this gets resolved in B5

Sign out of the iTunes Store and sign in again. If you are in the wrong countries store for your account it will prompt you. Accept.
I tried.. more than a dozen times. It does show the US 'featured' page with $0.99 apps and next time I tap featured, the pop up shows again.
Have you done a hard reset? (hold home and power button together until the phone restarts)
