Items missing in iCloud Keychain after clean re-install

Hi, I have started using the iCloud Keychain on my mac (I didn't set up it on my iPhone though) and saved few website passwords with Safari. Last night I clean installed Mavericks and added my mac back to iCloud Keychain using the passcode it generated previously. Now I'm not seeing any of those passwords I have saved before.

Isn't it supposed to be saving our passwords in a server or is it just syncing passwords between two Apple devices?

Since you only had the keychain on one device, scrubbing your mac likely scrubbed your keychain. See the last entry in this support page.
