So, I spend a lot of time working in Malibu so I added it to my iPhone (ZIP 90265). It ALWAYS shows up as dark, and seems to be the only city that I have found like that. I have also verified this on several other iPhones.

Wonder where I would complain about this to...
 
That is pretty weird. I am guessing you could complain on Apple.com or at least search the forums over there and see if anyone else has had similar problems. I would also try restarting my phone just to make sure it isn't some strange issue that got stuck or something.

Use the standard Apple channel to file a bug; although I wonder if the root cause will be with the feed sending Apple weather data.

Have you tried deleting and re-adding the location?
 
yes, and on other iPhones. try it on yours 90265....FYI it's 11:08 AM in Malibu...sunny clearly
 
ah, i just checked yahoo weather and it is indeed dark...odd, must be a yahoo weather thing

So the iPhone has completely confirmed my suspicions:

The sun has gone down in California permanently. Well, you can always move to some place where the sun does shine, you know, like maybe Nevada or somewhere. I was just there and it was bright and warm. :D
