I read few months back that from April, Apple was enforcing a strict policy that if an old app needs to update, it must be compiled with latest SDK and enable full screen compatibility with iPhone X and it’s notch. However, we are in July and many of my app updates are still coming with and not being optimized for iPhone X display.

Has Apple relaxed the guidelines a bit?
 
Have you had any other updates from your apps? If the developer doesn't want to update then they won't do the X screen update no matter what "rules" exist. There are apps that haven't been updated for years
