iTunes 12.6.1.25: "Waiting for iCloud Music Library to become available"

Whenever I load up iTunes, most of the time that message comes up when pressing the "circle spinning" icon and the entire library, except for songs that I've downloaded, is greyed out. I deleted my local iTunes library for more space on my system drive. It usually takes about 3 to 4 minutes for the library to be fully available. What can I do to fix this?
