iTunes allowing photo sync to iPhone even though iCloud Photo Library is on

Just something I noticed a few hours ago...even though I have iCloud Photo Library enabled on my iPhone, iTunes is allowing me to check the box to sync photos to my iPhone. Is anyone else seeing this issue with the macOS Sierra GM?

Is this perhaps on purpose, because people might wish to sync to a specific machine and turn it on there, while having it backup to the cloud as well for other machines?
