Why can iTunes find artwork for some albums and not others?And is there a way to import images into iTunes for the albums it can't come up with artwork for?

Your song info and meta data usually has to be complete: i.e. title, artist, album at the minimum. Then if you did a right click and select "Get Artwork", it should work.
 
It all depends on if it's in the iTunes store or not I think. Somebody correct me if I'm wrong.

Either way, if you put in a bootleg CD of Katy Boedtger singing early swedish rap songs, I doubt it'll be able to find a cover, as with anything else rare...

That is correct as well, but the data of the song still needs to be complete. But if you can't buy it off of iTunes, then you can't get the Art. Check the iTunes store first and then you will know... Also, you can get the song data there!
 
You can drag artwork from websites into the artwork box in the song info panes.
