iTunes Can Not Drag Music

For some reason when I go to drag music to a playlist in iTunes, it will not move. Then I restart the program and it will work, but only for a little while and then it is back to not being able to move again. I tried clearing the preference files and no luck. Any one have any ideas?

Are you dragging music that's already in the library to a playlist or are you trying to drag files from Finder into the playlist? If option a, not sure what could be wrong, updates possibly? If b, iTunes doesn't work that way.

It is option A, I am dragging files that are already in iTunes from one playlist to another playlist. I checked all the updates, I have the most recent version too.
