I've googled this and looked into everything I could find, but the solution is evading me.

For the longest time, now, my iMac will give me error -39 if I try to update or even just download a software update for my iPhone, iPad, etc, right after it presents the terms and conditions. Everything online I've found points to the Apple TV or iPod Caches in the Photos Library, but I've removed those (and my extra iPhoto libraries, just in case), with absolutely no change. I can't seem to find anything else.

The weird thing is that this has persisted across multiple computers and iTunes Libraries, including new ones created to test the issue, but it does not happen if I install a version of MacOS in a virtual machine on the same computer.

I'm running macOS High Sierra 10.13.3 currently, though this began in at least Mavericks, possibly earlier. I'm currently trying to update to iOS 11.2.5, but again, this has been going on for a while, since iOS 9 or earlier. I've made sure I'm using a USB port on the computer instead of a hub, with an original Apple cable (and I've tried multiple ports and cables), my iPhone has been completely erased since this started (though I never expected that to make a difference, it was done for other reasons), and I've also tried it in Safe Mode and in other user accounts on this Mac, to no avail.
