iTunes gift card credits purchasing

Hi,
I do have credits in my gift card and I want to purchase in apple store from the outside country. Basically I am currently staying in Dubai and I want to purchase in the Apple store Philippines using my gift cards credits. I just wanted to buy an iPhone for my brother back home, using with my gift card credits.
Is it possible to use my gift card credits to purchase?

Any advice? Thanks advance
