I have albums that don't sort the track #s properly.
I make sure that I have the track number put in correctly.
Still, there is no way I can convince iTunes to put it in the correct spot.
I've even tried deleting the file from the library, and adding it again, no luck.
It seems very random. For example, track 7 falling in between 12 and 13.

Any suggestions on fixing the problem?
 
It might be that there is a subtle difference between the album title or the album title of these tracks, causing them to be sorted in the wrong order.
 
Nope, edited the album at the same time to ensure that everything was identical except song title/track number
 
Check that when you select multiple titles i.e. all of the tracks in the album, that you mark it as disc 1 of 1 or 1 of 2 or whatever it is, and that if there are different artists on the album put in the album artists various artists, which keeps them together.
 
Ahh, cool. IDK why I didn't check that box as well.
