itunes help cant create new account

hi ppl i hope u can help me or tell something u know that apple care wont tell me , ok well i got my iphone on fri in the uk and set up a itunes acount , i used my visa electron and had to register with click and buy in order for it to work. so all that was done , i finish the process and link the click and buy account with my apple id which i had just created , but when i go to sign in , it just takes me to review my account when i have to agree to terms and conditions again and choose payment method etc, i cant get past this stage im very frustrated , i wanna download apps to my hearts content but alas i cant all i do is merely read reviews longing for the day
