iTunes help

Hi, first time poster here.

I'm having a very strange problem with my itunes account. When I go to buy music, it makes me enter in my billing info. I don't have a credit card so I choose none, when I go to click done it says that it temporarily cannot complete my request. I somehow doubt that there's a problem with Apple's system, but it's almost like I need to have a credit card on there.

Any suggestions? I have 40 dollars in my account that I would like to use but I can't.

Also itunes is up-to-date.
