I have an original iPad and the new iPad. I am syncing my entire iPhoto library to both of them. When syncing to the 1st gen iPad in iTunes it says photos will use 3.2gb of space (13 items won't sync - videos which equal 1.6gb) while that same iPhoto library with all the videos on the 3rd gen iPad takes 6.3gb of space.

So I'm wondering why the same photo library on the 3rd gen iPad seems to use 1.5gb more space than the same library on the 1st gen iPad. I am getting the space calculations from iTunes. Any ideas on this?

I am not 100% positive... but I know for my iPhone, iTunes creates a photo cache of images sized for the iPhone. It is possible that iTunes creates this data in a device specific manner. Since the iPad3 has a much higher resolution screen, it might render the pics specific for your high res screen.

I also have a 3rd gen, but I have not looked at the size of my synced photo library.
