itunes is kind of backwards....

Anytime I want I can download a paid app from iTunes without any hassle, but when I try it with free apps, THEN it wants my password. Shouldn't it be the other way around? Does Apple have a clue this is happening?

It's not just on my computer, it happens with my iphone and ipad too.
