iTunes Issue with PayPal?

All a sudden tonight I tried purchasing an iPad app on iTunes when it instructed me to fix a billing issue with my PayPal account. I checked it and nothing was wrong, but iTunes still won't allow the payment. What the heck is going on? It worked fine yesterday.
 
Okay, so it appears the issue is with PayPal. I even had trouble logging into my account and emailing them through their site.
