What happens once I have downloaded enough music that my phone memory is full or very low?
Will iTunes match remove some songs to make way for others?
And can I restrict the amount of memory that music takes up? With an app if not natively?

You just won't be able to download anymore music unless you free space up.

I just delete my music once and a while since you can access your music anytime over iCloud with iTunes Match.
 
What I had experienced with my iPhone 4 is that it becomes very slow and unresponsive once there is not enough free memory. Therefore I need to manually delete some of the songs/videos I have to make it work.
