iTunes Match Song Count Weirdness

So why would two iOS devices tied to iTunes Match have different amounts of songs?

I just created a from scratch library in iTunes and it says I've got less than that too. I know that files in iTunes don't necessarily go away, but I thought the ones on your phone did.
