I am wondering if Apple thought about this, as it is important to me and also I am sure important to a lot of other people.

Most people like to use smart playlists, play counts and ratings. The only thing that keeps me from having my iTunes library on all my computers is that these don't sync up.

I hope with iTunes match they also store the Database file with all this info and sync it across the cloud. If so, iTunes match is a winner to me.

It appears to rate a song downloaded from the Cloud and playlists are adhered to. However, i think if your .itl file is gone you'll be starting fresh. Only metadata comes down. Do what I did, use Grouping to save important personalizations.
