iTunes not moving download apps from .tmp files in Downloads folder

I moved my iTunes library to a networked drive, and all was well. Now though, when I do an app update or download a new one, it downloads it to a Downloads folder, but doesn't then copy the .tmp file out to the actual library folder.

Interestingly, music downloads and moves fine.

Annoying!

Any ideas?
