iTunes not operating as expected

iTunes will launch in 18A371a but will fail to open any windows. I cannot quit it normally as there are no menu options on the menu bar, all you see is the iTunes name next to the Apple logo in the upper left hand corner of the screen. It is no longer a drop down menu. I have to force quit it from Apple menu. Rebooting does not fix the issue.
