iTunes not signing in

hi i have the newest iTunes 12.3.1.23

and i cannot sign into my account in the iTunes store.
when i click on the sign in button, it does nothing.

i have no idea why i cannot sign in.

I can sign in, but nothing will download. I just ran a speed test, my internet is 200Mbps right now. Downloads on iTunes are running below 56Kbps. Its says 3 hours to DL Microsoft Word update.
