Itunes on a new computer

I just bought a new laptop and was copying my Itunes library from the old one to the new one. I'm using Windows. Everything looks fine however when I attach my phone to the laptop, it says my phone has no music on it even though all my songs are there on the phone. Sync didn't do anything. I know something changed with Itunes but I don't know what I need to do to fix it. Both have been rebooted. I'm using iphone 11. Can anyone help? thanks
