iTunes - opening a Library from a Time Machine backup

Is there any way to do this? I want to restore a backup to my new iPhone, but I won't have access to my desktop for a few weeks, I just have my TM disk. If I try to load the library file it says it's locked. Trying to change permissions doesn't do anything.

I thought I'd done this before, but it may have been a clone.
