iTunes Problem - Creating a library on a portable HD

Until recently, my system had been working fine. I had 2 library's, one of my Macbook HD, with a small amount of music to have on the go, and the rest of my library on my portable HD.

Long story short, I've been trying to restore this setup but every time I try to create a new library on my portable HD, I get the error code '13013'. I've tried deleting the genius file but that doesn't work. Any ideas?
