Hi, Sorry for the noob question but I'm new to apple and ipods. I've noticed that when I buy a song off of the itunes store on my itouch, the song is pretty big... like a 7 minute song would be 16 megs. That resembles something like what you would see with 320 kbp rate or whatever... is there an option to specify what quality it is when I buy a song off itunes?

No .... the "old" DRM-laiden tracks were 128kbps AAC files.... the new iTunes plus tracks are 256kbps AAC files... you don't choose and they aren't offered in any other format.
