All Devices ITunes purchase Touch ID stopped working on MULTIPLE devices

My dad has last years IPad and a newer iPod Touch (plus an older Air iPad). All are updated.

He was able to buy songs using Touch ID at Christmas. Now when he tries on any device nothing happens when he tries to use Touch ID to make a purchase. It works for opening devices. He said the purchase screen never changers. He has to cancel. The credit card still works when he uses it in stores.

Any ideas? I’m trying to fix this for him long distance.
