iTunes question

hey everyone,
I am flying to Germany in about 15 hours, and I was wondering if I could set up a iTunes account in Germany, and then buy things in the German iTunes store when im in the US?
Does this work?

You need a German VISA card for German account. Having that, you can setup German account beeing physically anywhere

I don't know for sure, but I don't see why buying German iTunes vouchers wouldn't work.
