Im looking to buy sons of anarchy season 3 from itunes, can i sign into my account on my sisters windows based laptop and buy soa and use that to connect to the tv via hdmi cable then sign back into my MBP and will it transfer season 3 over to my mac book pro?

If you buy content on one machine and then log in to another machine using the same Apple ID, the recently purchased content won't automatically download (if thats what your asking).
You can however use Home Sharing to transfer the content from one machine to another while on the same WiFi connection.

Or re-download the purchased content from iTunes (the ability to re-download TV Shows was just enabled today).

As of today you may be able to do that. Apple is rolling out (though not for everything it seems) the feature to re-download TV content purchased in iTunes. If that doesn't work you can manually copy the files over and add them to your iTunes since the FairPlay DRM is tied to your apple ID.
