iTunes Rebuffering

Anyone else experiencing unusual amount of rebuffering when reviewing music on iTunes? I have roadrunner high speed cable, the fastest version you can buy. Seems the last month or so I've been experiencing this annoyance. This occurs all different times of the day.

This may have to do with certain ISPs which are purposely causing problems with iTunes and BitTorrents.

I read where there were claims that Texas locations using roadrunner were incorporating that. I talked with roadrunner help desk on that and they denied that. Hmmmm.
