iTunes remember playback not working

Since the last iOS update the remember when playback is not working on my iPhone. It is checked off iTunes on my laptop. Any suggestions? Thanks.
I use it for certain podcasts that I download as MP3. It works better for me then changing the MP3 to podcast and using the podcast app.
