iTunes Says iOS 4 is Current Software

Trying to update my girlfriend's 3GS to iOS5. She's on a Windows laptop, and we've updated Windows and iTunes, including the iCloud driver. But, when checking for an iOS update with the phone connected, it says 4.2.1 is the current software.

Any ideas?

Check on the back of the iPhone if the writing is shiny like the apple logo it's a 3GS if the writing is not shiny and more matte than its a 3G.
