iPod touch iTunes Says iPod Touch is up to date, but it's 2.2.1

I never bothered updating to iPhone OS 3 on my first gen iPod Touch until a few days ago when I saw that it's being offered for free now. I updated to iTunes 9 and didn't restart until tonight so I could use it. But now it says "This version of the iPod software (2.2.1) is the current version." This clearly isn't the case, as my 1st gen iPod Touch should be able to update to iPhone OS 3.

Anyone know how to resolve this issue?

I'm on Windows 7, if that matters.

Thanks. Though I was certain that it said it was free before I updated iTunes.
