iTunes sync help - XP pro

I am currently using an XP Pro edition computer.

I need to sync my iTunes library to my network drive (M drive) with my iTunes library, while it registers any changes in the song location / file name automatically. Is it possible?

I have placed all the songs in my library and have a play-list i need as a .xml file.

EDIT: ALL songs are in, but they seem to need to keep being relocated.
