iPhone XR iTunes syncing EVERYTHING to iPhone, even not-ticked songs

Can anyone help here? When I sync my iPhone to iTunes, even though I have selected 'Only sync ticked songs', it still syncs all songs, including the non ticked ones. This included a loads of voice notes, not even sure why they're in iTunes at all but they're not ticked..

Am I doing something wrong?

Try to create playlists and sync playlists instead? That tick feature may get ignored in iOS side at some point.
