iTunes syncing iOS 7 devices

Sorry if this has already been covered but I haven't found any. How come there hasn't been an iTunes beta that knows about the new folder capacity and that Newstand is now an app? Has everyone been using icloud backup and restore instead of iTunes?

Install the Xcode 5 beta
Launch Xcode 5 it will install some stuff
Restart your computer
iOS 7 devices will now wifi sync

I thought I had done that but will try again. I want to upgrade my iPads but the boot loop is stopping me. Hopefully, beta 3 will be out on Monday.
