Is iTunes U supposed to help keep the same content across multiple systems?

If it's supposed to, it's not working, and if it's not, I wonder why there is such a huge problem doing it. Maybe I'm missing a setting, but this is mildly maddening at times.

Is it supposed to be this way? It's so frustrating when things that you would think *should* sync across systems linked with the same iCloud/iTunes account don't, or won't.

On edit: And on one of my systems, I have duplicates of almost every item in the iTunes library. Strange things are afoot...

I found a site that declared that iTunes U 'purchases' show up in the purchase history of your account, except they don't seem to, at least in my account, unless there is a lag in the time that the content is 'purchased', and it shows in the account.

I would have thought that this would be automatic, the syncing of content across the same iTunes ID...
