iTunes viewing apps post 12.7 & rearranging the home screen on your phone

With the removal of the app store there are two things I'd still like to do.

1) rearrange the icons on my home screen from my mac

2) view all of my ipas (I have an archive of my old apps)

Anyone have any advice how to do these two things?
