ITunes wants me to pay again for already purchased ringtone

Last week I lost all my ringtones on my iPhone.
Now I'm trying to find the ones I bought in iTunes, which is a pain in the @$$.

After finally finding one I had, I'm trying to download it again. So I click the Buy button, it tells me I bought it before and asks me if I want to buy it again...
I can either cancel, which won't get me my ringtone back. Or I can agree with it and it takes me a step further. But then it tells me I don't have enough money left in my iTunes account to buy the ringtone. Which is correct.
But my question is, why is it making me pay again for a ringtone I already bought a few months ago?!

And isn't there an easier way to find my purchased ringtones??

You may want to email iTunes Store Support through Contact Apple Support. Ringtones aren't considered part of iTunes in the Cloud so it probably has to be re-granted by an iTunes agent.
