iTunes won't accept my address

I have a mobile me account and I just set up one for my kid so she can use itunes with allowances and gift cards. When I try to set up itunes for her account and enter my billing address and select the county I get the error that I can't proceed at this time and to try later. I can log into the apple store and into the myappleid app and update the phone numbers but can't set the address there either. I have reset safari, closed itunes, reset cache, you name it. I have no problem using my own mobile me account and making changes but I can't set hers up. Any ideas?
