IUP 11pro max from ATT to Verizon issues

I am trying to port over my IUP 11 pro max from ATT to Verizon.

The verizon agent started the process and the system said the phone was not compatible with Verizon.

I checked it on line, same thing.

Called apple and the said the phone was looked to ATT.
ATT said the phone was not locked.

Any idea what is going on. I am tired of driving a mile down the road before I get a solid bar.
