IUP and AT&T payment

I bought the iPhone 7 on the iPhone Upgrade Program AND I have the Unlimited Choice AT&T phone plan. I pay about $30 a month to Apple on the phone but the AT&T plan has a $20 a month phone charge added to its bill. Do I need to call AT&T to remove the phone from the plan, it doesn't seem fair to pay them for the phone and also pay Apple too. Isn't that how the IUP supposed to work?

You are paying the connection fee to their network for you phone.
If you bought your phone from ATTNext you would be paying the device cost $30ish a month plus the $20cinnextion fee.

That's the fee that was supposed to not be needed since the phone wasn't subsidized anymore.
