IUP Stock

If tomorrow, someone goes in for the IUP and gets declined or something, preventing them from being able to buy the phone, does their phone get moved over to the walk in stock?
 
I was told by an apple floor manager (not that reliable of a source) that after 2 hours of a no-show... it goes back into the IUP stock, not the walk-in stock.
