Can I publish a website that I made on iWeb without a .Mac Account????

What is .Mac's Provider??? (or do you need your own internet connection???)

File/Publish to a Folder... and then upload to a server. You will not be able to use the blogging and podcasting features.

Dot-Mac is hosted on Apple's servers. They are not an ISP, so I think the answer to your second question is "yes."

Yes. Publish the iWeb site to a folder on your mac, then upload it to any server you like. You lose some functionality like comments to blog pages, but for the most part it works fine.

.mac doesn't include a service like quest???

yes, .Mac is not an Internet service. you need to connect to the Internet on your own to use the .Mac features.
