what's going on with iWeb - is it getting updated ever? And des the latest version still produce horribly slow loading web pages (dumb image save).

No, its pretty much withering on the vine.
There are better products out that are getting updated, like rapidweaver.
The audience for iweb has by and large disappeared. iWeb was originally intended for people to show off their pictures on mobileme or other stuff on mobile me. Now that facebook as largely replaced that functionality, there's little incentive for apple to keep the app going.
iWeb was a gateway for people to justify the purchase of mobileme.

maybe you can help. I'm wanting to make my own designs from a temlate on tublr, and I can sort of do this in seamonkey...but it's proving strange and acting funny. I can't seem to finda way to do this in rapidweaver - is it possible?
