I am getting ready to sell my iphone 3g and I am looking to get rid of all traces of my bank/various bills off my phone.

Would using iwipe or panicroom help, or will erase all content and settings be enough?

Restore is not enough

Unless you use an application such as iwipe people can extract data even after a restore. I know I did a complete restore and imaged the phone and was able to locate pictures and files, iwipe is a good choice as it works I've tested that as well. Restore is totally useless for security.

i understand why you would be concerned, but i would bet that the majority of people who would be interested in purchasing your phone would not have the slightest clue how to do that.
