I don't know if I read something wrong but isn't iWork supposed to free with new iOS devices? How do I get that?

Just go to the App Store, search for the program and it will show as a free install on any device that meets the requirements (mine is a new Air)
 
Weird, I'm just setting up an iPad air and it wants to charge me for pages and numbers. I had already bought the others previously.
 
There were a few solutions posted over at discussions, though none of them worked (scroll to new to the app store, go to collections, apps made by apple) or to click on the banner at the top of the app store for iWork or iLife, neither worked so I erased it all, re-signed in, let it sit for a few and opened the app store, it prompted me to download ALL the goodies, so that worked.

Guess I rushed through it the first time and didn't get the prompt.
 
Popped up for me too with a bright "Download All" button.

The bonus is that now I can download iWork on my other non-Air iPads :)
 
I was able to download all of them on my iPhone 5S when I got that even though I already owned GarageBand. Once synced to my iTunes I was able to transfer them to my iPad 3. I didn't have to do anything special or take any extra steps. They all just appeared as free on the App Store when accessing it from my iPhone 5S.
