iWork, Pages Formatting

Hi! I am trying to create a list with Pages that would be numbered as 1.1, 1.2, 1.3... I have tried inputing 1.1 in the "Start at" field appearing on the "List" tab of Inspector, but it won't accept that value. It starts numbering 1.1, 2.1, 3.1... which is wrong. Does anyone know how I could go about incorporating this numbering scheme?
