iWorks to pay on a mac mini 2014, Why?

I just got a mac mini on ebay formatted, it is a 2014 model so the iworks should be for free, but on the Applestore he lists me the prices as a paid app.
Is that a mistake of the Applestore as any new devices since 2013 should have it for free or it is due to the second installation since it is not brand new?

moreover when I tried to associate the product to the id it told me it was still associated to another one, I think he did not disassociate it
