If I were to go to the Apple Store right now and bought a refurbished Iphone 3G would I be able to Jailbreak it? Unlock it? Hackavate it?

Yes, 3G can be JB on 4.0 or 4.0.1 with Redsn0w. Get a tutorial from iClarified.
I don't believe, though, that the Apple store sells refurbished iPhones; they just use them for warranty replacements. Nor do AT&T stores, as I overheard in the AT&T store last time I was there. The only way I know of to buy a refurbished iPhone is from AT&T's online store. I would also add that I believe those are refurbished by AT&T, not by Apple...
